The 2026 JTP: Tactical Emergency Casualty Care (TECC) Train-the-Trainer Program, jointly organized by the Ministry of Foreign Affairs (MOFA), the Office of Trade Negotiations of the Executive Yuan, the National Fire Agency (NFA) of the Ministry of the Interior, and the Taiwan-Asia Exchange Foundation (TAEF), concluded successfully with a graduation ceremony held at Taiwan's Central Emergency Operation Center on June 29. A total of 54 firefighters from the Philippines successfully completed the nine-day professional training program, marking another milestone in Taiwan–Philippines cooperation on disaster management and regional resilience.
The program covered a wide range of professional subjects, including Tactical Emergency Casualty Care (TECC), emergency medical services, disaster management, and fire and rescue operations. Through classroom instruction, scenario-based simulations, hands-on practical exercises, and professional exchanges, participants strengthened both their theoretical knowledge and operational capabilities while fostering stronger partnerships and professional exchanges between Taiwanese and Philippine firefighters. The program further reinforced bilateral cooperation in emergency response and disaster management.

Deputy Minister Ma Shih-Yuan reflected on the international assistance Taiwan received—including support from the Philippines—following the devastating 1999 Chi-Chi Earthquake. He noted that the experience reinforced Taiwan's appreciation for international solidarity and reaffirmed Taiwan's commitment to sharing its disaster management expertise while expanding professional exchanges with the Philippines to strengthen regional disaster resilience.
Director-General Hsiao Huan-Chang stated that the training program demonstrates not only the achievements of Taiwan–Philippines cooperation in firefighting but also the enduring friendship and mutual trust between the two countries. He expressed his hope for continued joint training, professional exchanges, and institutional cooperation to further enhance disaster response capabilities.
Trade Representative Huang Chien-Chang remarked that the exchange and training program not only cultivated professional firefighting talent but also established a valuable cross-border cooperation network, laying an important foundation for building safer and more resilient societies.
Speaking on behalf of the Ministry of Foreign Affairs, Senior Executive Officer Tsai Jen-Chun noted that the program once again demonstrated Taiwan's commitment to working closely with like-minded partners to advance disaster preparedness and public safety cooperation while reaffirming Taiwan's dedication to strengthening regional partnerships.

Representing the Philippine Bureau of Fire Protection, CSUPT Honee Fritz N. Abangan-Diel thanked Taiwan for providing an outstanding professional training platform that enabled Philippine firefighters to strengthen their technical expertise, exchange practical experience, and establish lasting professional relationships. She also expressed sincere appreciation for Taiwan's longstanding support for regional disaster management cooperation.
Dr. Alan H. Yang, Executive Director of the Taiwan-Asia Exchange Foundation, emphasized that disasters know no borders and that only through sustained international cooperation can regional resilience continue to improve. He thanked all partner organizations for making the program possible and expressed confidence that the friendships and professional networks established during the training would continue to advance long-term Taiwan–Philippines cooperation in disaster management, firefighting, and emergency response.
The ceremony concluded with Deputy Minister Ma Shih-Yuan and Director-General Hsiao Huan-Chang jointly presenting certificates of completion to all 54 participants, followed by a souvenir exchange and a group photo to commemorate the successful completion of the program.The successful conclusion of the 2026 Philippine TECC Train-the-Trainer Program once again demonstrates the shared commitment of Taiwan and the Philippines to strengthening cooperation in firefighting, disaster management, and public safety. It also lays a stronger foundation for future collaboration in professional capacity building, technical exchanges, and regional disaster resilience.
